Canada Makes It Easier for Temporary Foreign Workers to Change Jobs
Immigration, Refugees and Citizenship Canada (IRCC) has introduced a new temporary public policy effective May 27, 2025, allowing temporary foreign workers to change jobs quicker.
What’s New?
Previously, foreign workers holding employer-specific (closed) work permits were required to wait for the approval of a new work permit before starting a new job. Under this new policy, eligible workers can start working for a new employer as soon as they receive interim authorization from IRCC, even if their work permit application is still being processed.
Who Is Eligible?
To benefit from this policy, applicants must:
- Be physically present in Canada with valid temporary resident status.
- Hold a valid employer-specific work permit or are work-permit exempt.
- Have a new job offer from a Canadian employer.
- Intend to work for the employer and in the occupation specified in the new job offer.
- Apply for the public policy exemption through the official IRCC process.
- Request that the exemption be applicable until a decision is made on their work permit application.
This policy is particularly beneficial for:
- Workers on maintained status awaiting a decision on a renewal and restricted to their previous job.
- Workers with valid employer-specific work permits who have been laid off and have found new opportunities.
- Workers that are exempt from work permits but now require one for a new role or employer.
- Employers looking to fill vacant positions quickly.
How to Apply
- Apply for a new employer-specific work permit through the appropriate IRCC channels.
- Submit a request to IRCC for an exemption under this public policy.
- Wait for IRCC to provide authorization before starting your new job.
Why This Policy is Important
This policy aims to better utilize the skills of temporary foreign workers already in Canada by allowing them to change jobs quicker. It benefits both employers, who can fill positions more quickly, and workers, who can maintain financial stability without prolonged employment gaps.
Please note this policy is temporary and is in effect until it is revoked by the Minister.
